It definitely needs reviewing as it is being abused in certain situations. People who premeditate to torture and hurt other human beings need their rights reducing after a fair trial.

Yes, it should be layered. The HRA has been taken advantage of by non-citizens. Not every person who steps on our soil should be afforded the same rights
